Did you not see the "mana batteries" being used by the knights? I'm sure their loved ones would like to do a little empire destroying themselves. To bring down an empire is to destroy it as an institution, not to kill everyone in it.

Note that she said "nobles and faithful servants". She's directing her statement towards those with power and influence within the kingdom, not towards humanity in general.
