This is just my guess, but…
They’re probably looking for a defensible position they can wage war from. The city has walls and that will keep the undead from being chopped to bits, and laying siege against it won’t work for the humans because the undead have no need for basic necessities. By using a human city as a base, they also add to their numbers, as battles with living vs undead leads to a loss of numbers for the humans even if they are the victors, whereas the undead can gain numbers every battle even if they lost by reanimating the corpses of their enemies.
Basically the leader of the undead is playing the long game
