Says in the first chapter it took him 10 years to find Japan. Not sure if he can "lose" locations or not, but that is a possible reason why he is sticking to just Japan.

EDIT: Never mind, he later goes to another world and then goes back to Japan with no issues. No idea why he is limiting himself to just Japan.
