It was necessary, but the execution wasn't good. Everything was built around "The incident" as if it was some really serious matter but the incident in question ended up being just an unlucky accident. It lacks the weight it needed to make a good conflict.
Also the conversations between students and teachers where way too long for my taste. I don't mind several episodes of just talking between characters if they are interesting, but on most chapters nothing happened apart from the usual "Everything is my fault / Don't say that! It's not your fault, it's mine!" exchange over and over and over again.

I still love this series tho, just because I personally didn't like this arc doesn't mean the whole thing is bad.

Yep, the arc itself was a bit underwhelming because everything was build around "The Incident" but "The Incident" wasn't even that bad, so it lacked a good foundation. However I loved this episode and I think it's a perfect ending for an otherwise mid arc (mid as in not great, not horrible)
