I don't think it would go that way since the giants he met seemed to view magic as something not worth learning because it's weak. If only the higher class could learn it and forbid it it would be viewed as something beyond the reach of the average giant. With the way magic is regarded by the average person i'm pretty adamant that the "resistance" was put there by outside forces, most likely the ancient gods since they're the ones invading.

The magic god said the king of giants was the only one of the giants to remain humble, so i doubt that's it. If he's hoarding it, i would sooner assume it's not voluntary or it's justified by circumstances outside of his control. Either that or the magic god is wrong, but the gods seem to be somewhat all-seeing so i doubt that's it.

Nothing seems to forbid the lower class giants from learning magic. Maybe the king has found a way to remove the hindrance for a select few.
