Regis is the "weapon" that sprouts from the acclorite and he reveals in an argument that if he hadn't absorbed the vast majority of Uto's horn's mana Arthur would have basically been corrupted and maddened by it because he's not equipped to absorb decay mana. Also these horns are why Regis has Uto's personality traits.

The whole point of the series is that it doesn't pick up. The mc isn't the mc he's supposed to be just a guy who happened to reincarnate and now he just does his best to keep himself out of trouble. He doesn't play any proactive role he just intervenes in the plot when he absolutely has to in order to keep his peace. I don't think it will pick up but rather the threats will keep escalating and mc will someway, somehow find himself in the middle of a shitstorm, forced to act.
