In my opinion, Its the same hierarchy as other sects from tianyu. Labor office is like outer sect disciples. They get no resources, no martial arts manuals. They can compete in promotion tournaments. How will they win against someone from inner circle/ a elite with a master helping them. There are limited spots, and you have to fight for spots. It’s s demonic sect, why trust someone when you can use them to climb higher. You have to prove yourself to the sect, you won’t get promoted up because someone likes you, or thinks your strong enough. If you don’t get merit, enter tournaments and win, you won’t promote.
