Nah the joke was a reference to the portal game series wherein the turrets “shoot” the entire bullet, casing and all, rather than actually shooting the bullet the proper way by igniting the powder in the casing. The bullet the sniper rifle was firing had the casing still on the bullet implying that it never went off in the first place.

I like that you can see them in older drawings. Makes it seem like less of a weird plot twist
