The victim could better reach the liver (closer to the waist, waist is where a kick extrudes from) than the chin. Liver blows are known to cause immense pain that even a single jab or hook will send most untrained and even some trained fighters down.

To reach the attacker's chin, the victim would need to be closer and put themselves in higher risks.
ALSO, high kicks are pretty visible compared to punches and (not high) kicks.
