It's not "fear" but a straight up "stun" effect. As in, "the enemy cannot move because they are stunned." Also, the stun duration is 0.1 second (until he accidentally modifies it to +10 where it will become 0.3 second)
While this detail pops up here and there, there is a specific scene will revolve around this little detail a LOOOOOOT. For those who know: pun NOT intended.
Fear is a different status ailment that also matters at various times, a lot.
