With his crafting abilities, creating a (badly functional) but functional steam engine is not hard at all, that's the problem. Combustion engine ? yes, Steam engine ? no, it's very easy. There's a reason that was the first engine humans invented. All the exploding under pressure was all complete BS too. Did he never hear of pressure release valves ? It's literally just a spring-pushed pin, with a thread to change the tension (which is optional). Literally 3 components.
Let's assume for a second it was a fluke that he just *didn't think* of that, but he still doesn't know how to make it, not even badly, he has access to the entire guild filled with talented people, who's minds put together if he simply explained what he DOES know well enough, they would have easily figured it out at least enough for a prototype. Maybe still using wind magic, it might be more convenient.
The entire process by witch a steam engine operates is as follows:
-Pressure is created (through steam, in this case, he could use magic)
-Pressure is regulated (in steam engines through temperature control and release valves) in this case he only has release valves, but they're good enough
-Pressure is fed to pistons, while controlled by 3 valves.
-The first valve is the throttle
(the actual tricky parts that can actually easily be experimented if you can just.... instantly craft or simply adjust their position if you crafted them right the first time)
-1)The 2nd and 3rd valves are synchronized to the position of the piston(s), both positioned at the same end of the piston
-2)Piston is meeting the valves, 2nd valve allows pressure in, the 3rd is closed
-3)Piston is pushed behind by pressure, it reaches the other end, 2nd valve closes, 3rd valve opens, and pressure is equalized to outside air.
-4)Through inertia of a flywheel (reason old locomotives had such big wheels) + inertia of the locomotive itself + synchronization with a 2nd piston (2 piston setups are superior because they can self-start), the piston expels all air/steam, becoming equivalent to a vacuum + the piston reaches the valve end again (go back to 1)
