I don't know that much about abacus but both variations do exist, the 2:5 variation is because in china their system had a base of 16 so the 2 top ones + the 5 bottom ones = 15 and then when they need to go to 16 it becomes 1 and shifts over, whereas others like japan, romans and well us today use a system with a base of 10, so we only need the 5+4 = 9 and then the next 1 shifts over. There's a lot of different abacus, I did another search and apparently china had the 1:4 and 1:5 as well in different dynasty's.
