I just doubt that it would be that kind of opposition. Even if that would be the case, it's more likely to be a group then an individual, like a dragon abusing guild or creators of the chimera.
Additionally, unless that phoenixgon pulls out a contract cancellation magic, there is not much that MC can do. I guess that other then persuasion (or princess) he could use his dragon form to KO all other ability users.

Normal people have a very limited amount of contract slots, so there is not much forcing that could be done.

KeeperRL has similar exp system, it feels more like an achievement for 1st kill of enemy of particular type then exp awarded for defeating it.
I didn't play many games of this type so no idea if there are others that also have systems like that.
