Twenty years prior to the story's beginning, an asteroid headed for Earth destroys Pluto. Due to Pluto's destruction, the asteroid, which is dubbed Thanatos, becomes temporarily stagnant in Pluto's orbit. Now, in order to avoid Earth's impending destruction, the International Solarsystem Development Agency (ISDA) works on the "D-Project", and secretly creates weapons called "Dragons" after finding a dragon egg under the ocean. However, they soon find out that the asteroid is not their only threat, as powerful, destructive dragons from Thanatos appear on Earth.

Reiji Ozora thinks he's no good at anything--especially schoolwork! Then one day he's introducted to a game called Dragon Drive and gets his very own virtual dragon named Chibi. Small and weak, Chibi appears to be as big a loser as Reiji! But after their first battle, Reiji realizes there may be more to his tiny friend than meets the eyes.

The hero is Dr. Kishiwada, a brilliant but demented scientist, who creates bizarre mechas, battles the forces of evil, or just mucks about. There are many parodies of B-grade sci-fi movies and of TV. Crazy, slick, and very funny.

An infectious virus is also associated with the mutation. This virus is spread through non-lethal contact with the vectors of a diclonius.
The main non-mutant character in the story is Kouta, who ends up becoming increasingly involved with these dicloniuses, as they seek refuge from the scientists.
The main diclonius character is Lucy/Nyuu, a killer whose alter ego is a hapless and very cute child whose vocabulary and intelligence are quite limited.
