It’s a morals debate. It would be morally wrong for a 27 y/o to get with a 17 y/o. In Japan the age of consent is in fact lower so it wouldn’t be illegal, just immoral. But now let’s say the 27 y/o actually completely looks and sounds like a 17 y/o and goes to school like a 17 y/o. Well that makes it better, but from an outsiders perspective we’d think it’s wrong most likely. But if you think about it from the POV of all the other students, they think he’s actually 17 so they see no problem with it. Throw in the fact that anyone he interacts with won’t remember him also affects the morals.
So I believe it would be legal, yet morally wrong since he is a 27 year old in the heart and the head (unless the drug affected his hormones or something but I don’t believe that’s the case). However, both sides are arguable so there is no clear cut answer in my opinion
