Well, I do admit I have little knowledge on this matter as I only really found out when reading "Handbook of Shockwaves", and the source itself is sorta limited since of course, it's main purpose isn't really on the compressibility of water. However I did manage to find the section which I read, online:

This section spoke about the compressibility of liquids, and apparently also stated iron a compressible material, go figure. I do realize that, your comment on temperature is correct as it is a component in the compressibility of liquids now that i reread the section, sorry my mistake.

The link itself also has a few other articles which are all unrelated but all state similar claims regarding the compressibility of liquids, though I am much less familiar with the articles, books or journals as i have not fully read them

Regarding usage, there was a gun which relied on compressed water (not pressurized) that aimed to kill silently, developed during a war, though this is just a vague memory of mine so i cannot state its validity.

I’m inclined to disagree, although it is commonly understood that liquids cannot be compressed, under extreme pressures they actually can. Regarding water itself, I do understand its use in hydraulics is incredible, but technically speaking the hydraulic fluid can also be compressed and is being compressed at an atomic level when in use. Regarding the composition and temperature of the water, although it is different when comparing surface and deep water, both can technically be compressed. Water and liquids themselves are considered “essentially” incompressible as actually achieving compression is extraordinarily impractical.

Ok technically water can be compressed. At the bottom of the ocean one ton of water has on average 1.7% less volume than one ton of water on the surface, with the deepest oceans reaching up to 4% compression. Only reason we say water can’t be compressed is that you’d need literal kilometres of water to visually see the compression and at that point just say that it can be compressed
