For many years he probably planned that, but as he has a title there was no reason to go full out on them. That's when Bichir come out and took his place. Another major point is connextion to external powerful source who give him poison and antidote. It could be more, than that. Now he is literally forced with a choice between death and rebellion, so he use all his cards at once that he collected over his life.

So, you should probably see this not as 1 shaman vs Ballack tribe, but as 1 necromancer with support of external power and knowledge vs Ballack tribe

Author said that publisher underpayed them, so they can't keep up and drop the series.
It's probably never get continued or will get remaster version from other author years later.
