I assume it's an amalgam of both size and destructive power together or perhaps raw durability, E.g. Godzilla minus one is a kaiju, but by comparison Legendary Godzilla Is a Mega kaiju.

But if were working with absolute values than something like an elder dragon in MH is similar to a mega kaiju while non-elder monsters are just kaiju.
