As a father with a daughter, in public I would sometimes do this to protect her, especially in crowded places; not just me, I've noticed a lot of fathers do this in malls.
I think it might be because the amount of pedos has increased so much that a father's instinct is to hold his daughter as close as possible in public places, well to be honest I even get nervous walking in the malls with my boys... the world has become so unsafe.
