Yes but it would also remove needed protection, that could have had by wearing pants, if the really needed skirt they should have been issued with higher and thicker stockings. Plus it's more economical tho just create pants for all since you wouldn't need a separate facility just for skirts which is crucial inwar. Pants are superior as a working attire in every situation imaginable. The only argument you can have for skirts is aesthetic but it's also beaten by pants in that regard as it creates a more uniform look for both men and women. Maybe some will say "But thighs though" without proper protection the beautiful thigh would be destroyed, so even if they are covered up with pants they would be less susceptible to damage
