Actually now I'm a little annoyed as another part of gardening in dead soils is green manure (plants). Seems like they aren't using the tops of the potato plants for eating so they should be sowing the plant back into the ground, unless they are worried about nematodes but I don't imagine wild potatoes would have too much trouble plus nematodes go after roots so plants in the short-term shouldn't cause that much of nematode increase

White feathers would a bit yeah, they did mention the region has high heat (and low colds) so maybe it wouldn't matter much.

I do remember when I was a kid large enough mounds of mulch would heat up until they were ashy inside when left out in the sun this is mostly from sunlight but also decomposition. Maybe the feathers were to insulate the heat generated from decomposition while reducing evaporation.

Not sure why it needs to be feathers though really unless the plan was to later mix it through later as more organic matter? The real issue is the amount of time you want to sun the manure, normally it's measured in months and that's with modern livestock animals not wild seagulls which I would imagine would contain more pathogens. I suppose it's alright because the potatoes are processed in heat and cold before cooking.

Not a farmer but a gardener, usually when using fresh unprocessed manure you leave it in a bag in the sun to heat up to kill off most of the bacterial and/or parasites. My guess is this is the same idea.
