I get where you're coming from but there is a slight difference between confirmation bias and the Halo Effect.
Basically, the former plays upon beliefs or suspicions one already has, while the other is a bias formed from partial information.

The bias here is that the thinker assumes it'll be a great place to live - despite not knowing the language - just because it's a small, clean, modern yet somewhat historical city with a lot of eye-candy.
