Haruki's neither as much of a nuisance nor exactly an instigator for progress. He's just a new character who happens to give Natsume-chan some more perspective, not Natsume-kun. And for anyone who wants another spoiler:

Natsume confesses within the next five or so chapters anyway.

This kouhai gets fixated obnoxiously fast with exasperating tunnel vision. Iroha's clearly miffed that he doesn't react to anyone except the Natsume's.

Meanwhile our pure boy's just being himself. Though if this manga's any indication, his appearance likely doesn't quite reflect his actual personality one-to-one.

We'll see.
