I disagree, because that's something I would do...in less severe situations I have done it. Playing a game where you create the rules where it's easy to skip, and get them to slip up right after they let down their guard, then pretend I'm gonna let it slide. He's a hero who's a villain in disguise. He has no reason to hurt innocent people. He's only pretending to be a villain, so he can do stuff a hero can't. Like killing villains who will grow stronger in the future and become a threat. He's also trying to get rid of his good image. He doesn't want the people to support him more than the actual hero. So he has to be thought of as an terrorist, and has the capability to harm citizens, not that he actually has to. If he makes situations where he puts a lot of people at risk, and the hero saves everyone, the hero looks that much better.

Lost his grandma, after his parents, after his archery days, after he crippled, so if there was any money left, she probably told him to use it on his bills until he could find a job or that she wanted to be buried in that spot. He already lost his parents and had to give up on his dreams, that he was actively pursuing and good at. She probably didn't want him to struggle while getting back on his feet
