There is no way. The public transport already has a tough time with all the people, if there are even more trying to take it, it's not gonna be able to keep up. Also nuclear power is no where near enough to meet demand. 90% of their power comes from burning stuff and less than 10% comes from nuclear. OK so to get the full context just read the light novel. Such a stupid argument. If they built all the infrastructure to transport all that oil, all the other nations would be able to see it. There would be roads and lots of vehicles going back and forth, a whole port would have to be built, and massive slow moving ships would be going in and out of port. And they would have to do that before they run out of oil, you said they can do it in a year? In that picture you sent, they have less than 20 days before their reserves run out. From that picture you sent it also looks like they would run out of natural gas that fast too, looking it up the only energy resource they won't run out of within the first month would be coal. Sure you could argue that their military weapons stockpile won't run out before they get enough trade going to sustain it, but the stuff that powers them will run out. This is all assuming the dwarves magically have every single resource Japan needs and is willing to let it be plundered.
