They literally said that some of the floors are already evacuated.The choak points are stairwells and elevators. The one they shot the "anti material missiles" at was one that was much larger than the ones they are dealing with now. So unless these smaller ones grew armor that is stronger than any known substance in such a short time, they should be manageable by a ground team. Maybe you should go back and read from the beginning if you didnt pick up that these are babies or at most juveniles.
Explosives can easily break though it's armor, why do you think they use it to break apart rocks for mining? Also claymores and shaped charges are directional, the latter is designed to go through armor. You talk as if this is some magical creature that can teleport around at will, the big one had armor stronger than anything known to man, but they still killed it. Shoot some wire nets at it to slow it down, or use a flashbang to confuse it. There are helis going in an out, have one of them bring in some drones or cameras to help monitor the stairs and set up the explosives behind the civilians as that floor is evacuated. If it attacks from above they keep doing what they have been, if it comes at them from behind, boom it's dead.

The deus ex machina was the demon conviently showing up to kill him, but he ended up using talk no jujitsu to get his way out.

They know it's after certain people, they also evacuated some of the floors, it's an apartment building so the layout is predictable and has choak points. The monster is fast but you know what is faster? An explosion. The monster is unpredictable, but you know what is? The direction of any of those explosives. There are many things they can do, like using someone as bait or put the explosives at a choak point then monitor the outside of the building so if it does climb along the outside they know where it's going. But instead they do what? Fire antimaterial riles at it and hope it doesn't bounce around and kill someone.

Where's the claymores, land mines, or shaped charges? 1 or 2 would easily take down the monster and isn't enough to take down the building.
