Tbf, those "Protectors" were just making everything worse.
Allowing bad people to get away, means that people will die. It's honestly worse than doing nothing

If, for instance, a house was burning down, and a fire truck showed up, everyone would then just let the fire truck deal with it, because that's what it's supposed to do.
But if there was no fire truck to show up, everyone would band together to get hoses and buckets to try to put out/limit the fire.

The protectors are a fire truck that show up, spray water on some of the fire, and then do nothing while the fire jumps to another building
