It means that, in America, there is a guilty until proven innocent mentality levied against men when it comes to accusations from women. It is policy to take women at their word when they accuse a man of rape, sexual assault, or sexual harassment, whether it is true or not with no regard for how it will permanently destroy the man's life if he was innocent. So, if you kiss a drunk woman, no matter whether you were also drunk or if she initiated it, if she later decides she did not like it, or if you pissed her off, she can accuse you of sexual assault, and it will be taken seriously. And while you are sitting in jail awaiting your arraignment, you lose your job, or source of income and the trust and respect of everyone around you. Simply because, you kissed a (drunk) girl and she (did not) like it.
