that's the problem with drawn art (manga/manhua/manhwa/etc). the story author might want a character to be disguised, but the artist have limited resource and looming deadline. so most artist would design a character and stick to it, including hairstyle, outfit, etc. also make it easier for the artist to distinguish which character are being drawn, because they need to draw ALL of the characters during the job.

like in reality, most people of the same ethnicity would have the same hair color. but artworks usually color-coded the hair or clothing of their characters to be easily recognized by the reader. because the face detail is limited in this kind of artstyle
