I haven't read past this chapter yet so it's just speculation. The early chapters explained they all seem to be rejects due to their personalities and abilities so they may have had squad leaders in the past who either couldn't handle them, left or died or they just all got put together in one squad just to keep them from ruining other squads.

The MC either got put there as punishment, a joke or, since he seems to at least to be able to defuse the fights between Rem and Ragna, his command just stuck him there so they wouldn't cause more trouble.
