For reason 1 I can understand, imagine you have aptitude to tame something that doesn't exist, you're basically worthless. For reason 2, it's still should be regarded as a legendary class, because if you back the owner with immense power to defeat a dragon and tame it, you'll basically have the strongest creature in the world at your disposal. Unless even the power of an entire nation or more can't barely scratch a dragon
