Its less about Ruri being disinterested in others and more about her being self centered. Like she doesn't remember anything about anyone unless its something shes interested in. And she only really joins conversations where she can talk about herself and her own interests.
And for Maeda thats something that really bothers her. Just like how Ruri isn't obligated to learn her classmates names, Madea isn't obligated to like Ruri. She's not even antagonistic to Ruri or going out of her way to do anything to Ruri, she just doesn't like being around her.

Uhhh those eyes in the last pic look a little yandere to me...
