My theory is that Vegapunk never wanted to turn Kuma a robot, he's a good guy. What he did was let Kuma walk in the light, since he'd be reckless enough to take his daughter illness, with his fruit is posible. 

I think is the oposite, Kuma used his awakening to "blow away" her illness, but now he has it, but he's too much of a good guy and requested Vega to turn his body cyborg to be able to work for the rebellion, while also becoming a spy in the world goverment.
