Many years ago, Hyobu Kyousuke was betrayed. Nowadays, he’s one of the most high-level ESPers out there, possessing multiple powers -- and he’s a fugitive. Now captured, he’s forced to the ESPer Island Prison of Deadlock, where one can’t use their powers.

There, he meets Andy Hinomiya, a peculiar man that hates ESPers, even when he possesses powers himself.
