Most hero candidates are like sieg, optimistic and enthusiastic about the new world, and curiosity gets the best of them. From what it seems like, no hero finishes the demon lord on the first try, and that's one of the reasons for second attempts. But they summoned someone who only wanted to return home and who thought little of that world. So usually the heroes would do quest, save people from monsters, make stronger allies, and etc in the second playthrough and increasing their reputation and building their character. But since Mr Han Solo already beat the final boss on his first playthrough but got revenge on his teammates, he failed, and rather than complete quests he used his past information to get experience the easy way that his previous party prevented him from doing. So their using a corrupt system on a corrupt individual and not getting their desired results. With him, if they deleted his memory and started him off with more flexible allies they would get better results. He previous allies broken him, but the system ignores that fact. Only he gets judged by the system because they got something to hold over him. I guess they can't punish inhabitants of that world, and they know how corrupt everyone is, so they summon a hero from a different world rather finding a suitable candidate. That would be more idealistic, since the hero would have offspring and would strengthen that world, but if they're corrupted its pointless to keep a hero there, and thus they summon a hero who they can get rid of when they get the desired results.
