I'm sure there's plenty of reasons, but i still find it frustrating that the Cute Girl Villain™ always seems to get off lighter than other villains for some convenient plot reason or another.

If you're gonna redeem a character show us that they deserve it, so far she's been presented as a clever sadistic rapist murderer with no sense of remorse for her actions. not saying she needs to be good or anything, just that her actions have to be something that could be forgiven. she could still be a mass murderer for all i care, but there's a difference between killing your (potential) opponents and people who've learned too much, and just killing for the sadistic pleasure of the act.

Yes, anyone would surrender in a scenario where they know they stand no chance, but so far its been shown that Light and Co. don't care about surrender. they do everything in their power to get the job done and dish out punishment, agony, and death to their enemies. And she is very clearly an enemy.

So why does she deserve mercy compared to any of the other villains we've met so far (aside from the revenge targets of course) ? The only real reason i can see is because Cute Girl Villain™. if she gets plot based excuses why didn't anyone else?

No, its proper end
I do not think a series popular enough to made it into anime and sold over 10M would make the author axing it
While you might think the number of chapter is too small comparing to other average shounen manga, this series has longer pages to average shounen manga with only 15-17 pages per chapter, and not the cut up version of 6-10 pages per chapter either
The manga was wrapped up in 30 volumes, while you might think 30 is a small number its actually quite an average amount for shounen manga
So yes I do not think its axed, its just might be lacking an extra for epilogue which is the usual for shounen manga
