While it is an interesting interpretation, I don't think he's a looper.
These mimics have to be killed in specific order to break the loop. It is heavily implied that when either one of the loopers, if there's more than one, died before all of the backup mimics are killed, it automatically reset with only the one that died gets to keep the memories. It would have to be very coincidentally that he died right after the last backup mimic and Rita kills the server mimic after that that they able to break the loop and he stayed dead. And also it would be weird that he did not notice one of his newbie being so good at operating the suit and weird big ass axe in her first battle if he is the looper just like Rita notices Keiji.

Yeah… Sometimes certain actions can have positive and negative effects to anyone without realizing what it could bring. I just hope Rafilia can achieve her happy ending at least.
