It's rather simple:

A Devil is tied to a concept in existence. The more that thing in existence is feared, the stronger the Devil is. A chicken devil as we saw is very weak, but the Darkness devil is one of the strongest. The most feared Devils are the devils in which humans have feared all their species' lifetime. They are called Primal devils. Primal devils are naturally feared by all living things, and are deep rooted and hard-wired into their Psyche. The fear of death, hunger, darkness, etc. Those fears are which keeps us alive. So naturally the devils associated with those fears would be unmatched. Even regular devils fear the Primal devils.

The one thing every living thing is most scared of is Death. Hence, the Death Devil is the strongest of all devil kind. Which is why War runs away from the Death devil, since she's no match for her despite being a fellow horseman. That's just how much people fear death more than war, and also because war brings death anyway.

Chainsaw man in context:
(Chainsaw man is the most feared devil in hell, due to it's unique ability to erase a Devil in hell from existence as well as the concept related to it in reality. So if an ice-cream devil was killed by Chainsaw man in hell, Ice-cream would cease to exist. Chainsaw man is not the strongest devil, but due to this ability to literally erase them from ever existing, the Chainsaw man remains the most feared by Devils. Having more devils be afraid of you than humans is a unique trait Chainsaw man is one of the few to have, which explains his large power level. Chainsaw man (pochita pre-chapter 1) fought the 4 horsemen, control (Makima), famine (fami), war (Yoru) and death, in hell and that's why Pochita was injured and made a deal with Denji as a kid. The horseman went after Pochita but couldn't find him, Makima was the first to realise Pochita was Denji's heart so she groomed him to become her slave, Denji willingly gave up control of him to Makima and she planned to use Denji's erasing power to eliminate the other horsemen from existence granting her the most power and control. Denji stopped her and ate her though. With Makima's body destroyed, the "control" devil had no tangibility in reality so made another body, which would be Nayuta. Come part 2, the other horsemen are seeking revenge on Chainsaw man, they've got their own bodies and are hunting Denji because Denji is rumoured to be Chainsaw man. They may even be after Nayuta since the control devil plotted to kill them. And that brings us to this chapter, with the war devil running away from her much stronger sister, the Death devil. Denji is just kind of along for the ride since this isn't his point of view story now.)

I can't imagine a bigger fear than the Death Devil though. Maybe pain/suffering, but even that's iffy. I guess you might have some Eldritch abominations with fates worse than death running around, but not sure how Primordial those would be.

Chapter 75 when the Gun Devil appeared. Year for part 1 was 1997. So I guess part 2 made a 2 year timeskip if this is 1999.
