      Yes and no. Makima was the Control Devil, not the vessel, she was actually the Control Devil just like Denji is the Chainsaw Man Devil. Now, Nayuta is the new incarnation of the Control Devil but we don't know yet how much of Makima's persona has been carried out, after all Makima's twisted personality is the consequence of her twisted upbringing in the hands of the Japanese government.

  One of my employees who gardens and also reads this mentioned that the plants they are growing tend to die if overwatered. So his thought is that the implication is that while Makima kept everything regulated in how she handled her subordinates like her plants and dogs, Nayuta is excessive on attention and love, to the point it destroys what she wants. He also mentioned that Nayuta is actually in one of Fujimotor's older works (the main character is named Kenji, lol) and it doesn't have a particularly happy ending so we will see.

I see Nayuta still has her Chains. Seems like she's gotten used to her Control devil powers, to the point of such accuracy. ANd wow, shes aged fast. It could just be perspective, but Nayuta looks 9-10 here, while she looked like 6~ in the part 1, which is only 1 year ago or so in the manga's timeline. Still, she looks cool The signature ponytail remains. The finger gun has transformed into a pointing finger.

Now, Denji will realise Asa is a walking corpse just like him. That's not the worst part, the worst part is that War, and the other horsemen, were betrayed by Makima (Control horseman). Considering that Nayuta is indeed familiar with her powers as the control devil, she's now not got an alibi to defend herself against the horsemen, who now know she's the control horseman's reincarnation, since Denji erased Makima's body through ingestion last part. Which means, we got a Horseman V. Horseman fight upcoming.
