I believe you are right. But that's sort of a problem. A world in any good story should have dimensions to it that extend beyond the MC. There should be more to these people than a random monster encounter in a JRPG.
It's just exacerbated even further when they do a half assed job and make you sympathize with the robbers a little because they are aiming just to have some food, no mention of child trafficking or rape (even if that were the case, since none of them know that, it's irrelevant) In the end it just makes me hate these people around MC, MC included, and not want to read.
When in doubt, take the lazy route.
