People have to have some character having just "haha I'm the Big bad" is uninteresting and stupid. Those people just gets taken out like ninja guy who was just a Bad Guy. Here we get two character : the principal enemy of the moment and a future ally for MC. Your comment of "Bad guys aren't fun" means you don't even know what a character should be.
