Manure is only part of solution to help improve harvest.
It need to be associated with crop rotation and I don't recall Ash mentioning this. The testing would take much much longer also.
But here the problem is different on the 2-3 locations seems to be the wildlife. Hoard of boars, herd of deers, rats, birds, insects... Can significantly decrease a harvest or even totally ruined it. And if each village has inadequate field protection or only 1 dedicated hunter like in Ash's village, that would be too difficult to handle the problem.

That kind of blind kid will never learn and stay naive all his life. Sad.
