The chance are high. Otherwise the introduction of their characters would be quite meaningless. I dont think we needed another neighbor who’s just equivalent to any other forgettable characters and dedicated a few chapters on them.

He acted senile before in the previous chapter, but in this chapter he is actually quite sharp. I think he already caught on Anya’s mind reading ability by the previous chapter when he acted senile and realized she was one of his research subjects.
Of course I dont think he is a bad guy. I think he regretted much about the research and was so glad to see one his subjects didnt grow up to be a possible menace.

So far, other than Gash, he is the only one who grew up without any surprising change. Heck he still looks the same aside from gaining some muscle.
