The inciting incident of the story happens when two opposite sides clash. But while they both start at very opposite sides, one being too self-serving and the other too rigid, it's by their interaction that they start to understand themselves better, and in doing so, understanding the other person as well.

I do enjoy these type of short rests, because they have the feel of a D&D campaign but still feel a tad grounded.

I mean... it's called setting. You do need some chapters like this to set payoffs later on.
