Did you notice Inuyashiki struggled with crying at first but Hiro cries all the time, despite the fact that Inuyashiki did feel the burden of seeing strangers suffer? I think they cry only when the negative impact is very personal, which to Hiro was a constant even though he didn't care for complete strangers.

So basically paparazzi (lowly wretches who should be considered worse than thieves) in Japan often risk going to jail. Same for journalists and influencers (both the scum of the earth) who record inside venues without authorization.
