That's why I said even if it doesn't return to the owner, it returns to the government which issued it. Yes. It is not practical from a Western perspective. But in Japan the concept of "harmony and nation" matters a lot more. And by harmony it means everyone will be helpful even if the effort seems outwardly futile. That way, in theory, no one will feel comfortable stealing. It's part of building a high trust society.

In Japan is actually immoral and people usually take even a single coin to the police. While it doesn't guarantee it will be found by the rightful owner, it at least "returns" to the state that issues money. Only the sleazy and the destitute keep money found on the ground there.
However it is obvious that such a thing is a cultural difference. My advice is that when in Rome, you do as the Romans. Thus, regarding lost money, treat it as others in the country do. Don't bring large amounts of cash to Mexico, BTW. Here if you lose your wallet, you might get it back, but without the cash in it. And that is if you get it back at all.
