How come all soldiers in this manga are tactically and morally stupid? They basically see anyone with the awareness and skill to survive an end of the world scenario as game instead of potential assets.

TBH if I was a soldier and found a civilian capable of putting a fight against me unarmed, I'd be impressed enough to, in full sincerity, propose enrollment.
