Dude is the key sponsor for many items, such as weapon and suit, plus his "cool guy" face boost his reputation. He IS the symbol of mizuha faction, being the strong, "reliable", good loking kid, would boost her faction worth. He also have good track record to help him. They know he is bad leader, but he doesn't have to be the one that "lead" drancam. Mizuha can just sweet talk him to do whatever she want, thus indirectly making her the leader, cause this idiot know 0 things about their own group politics. And the other child hunter is the same gullible and easily manipulated hunter like him. So, tl;dr, being hunter group, Mizuha need good hunter thus Katsuya. Katsuya being an "good" hunter + easily manipulated making him good icon for mizuha's faction.

The other faction(Shirakabe), doesn't want that. But they don't have hunter as good as Katsuya to back him. Sure shirakabe is a good hunter but without the help of the desk jockey faction(mizuha) he is nothing. His backing mostly come from another non-child hunter from drancam, while mizuha have quite wide connection, from information broker to city official. Idk why his way to equal the playing field is by having another child hunter having better track record than katsuya tho.
