If Reina managed to recruit her, she would live longer, and she would be somewhere safer, far away from the frontlines. So in a way, recruiting her could just be a means to an end, or maybe the safety of Junior is just a byproduct of recruiting her, but regardless of intent the outcome is that she will live longer. I think the ratio is up to debate unless explicitly stated by the author otherwise, but Id like to believe that its around 70:30 with her wanting the best for junior being higher. It's just that she wasnt being very suggestive of it, she just took the refusal as if it was nothing and didnt push harder.
