That ROKHA on the military uniforms probably stands for Republic of Korea Hunters Army (Korean Military have ROKA on their uniforms)

Nah, level 80+ is the same as 70 - 79 with the 20% chance, but the bonus for upvotes caps out at 15% instead of 10%.

Not sure I trust those odds.
At level 80 it becomes 35% to go up a level, but I failed to do so the five times I have been level 80...
